Traineeships are an excellent way to learn skills while you work!

Employing a trainee in your workplace will be a rewarding opportunity for your organisation. You will have the opportunity to help someone gain real skills in your workplace through both informal and formal training activities. As an employer of a trainee your organisation may be eligible to receive incentive payments from the Federal Government and training subsidies from the State Government.

When you employ a trainee, you enter into a Training Contract. This is a legally binding document that is lodged with the Department of Education and Training (DET).

You will need to have a Supervising Registered Training Organisation to help you work through the traineeship.That's where we come in!

What's the Difference between an Apprenticeship and a Traineeship?

In the past, apprenticeships focused on traditional trades and training took at least three years to complete.

Traineeships, by comparison, covered a much wider range of occupations with the training being shorter, lasting between one and two years.

Over the last decade, however, the distinction between apprenticeships and traineeships has blurred a great deal, with many higher level and longer traineeships being introduced.

In order to target training to your specific business needs, Prime Learning can assist you in implementing numerous Traineeships, designed to suit you and your trainee.

 

What are the Benefits of a Traineeship?

How is the Training Delivered?

Trainees are supervised in their own workplace where they will develop skills during their normal daily activities. The trainee will also undertake formal training, working through self-paced modules supplied by Prime Learning, participating in one-on-one training with their trainer and by attending workshops, if appropriate. Trainees in south-east Queensland will have regular visits from their trainer once every month.

Those trainees located in regional and remote areas of Queensland will complete their studies through a blended learning approach, one that includes self-paced study materials, web conferencing and Internet support from their trainer.

A record book is kept for each of the competencies and is signed off by the trainee, the supervisor and the trainer, once the trainee has demonstrated competency for that particular unit.

 

How Much Time is Spent in Training?

The amount of time spent in training depends on the previous skills of the trainee. However, it should be expected that if the trainee spends at least 2 hours per week working on their units, they will steadily progress through the units at an appropriate rate.  Don't forget, that the most important component of the traineeship is the on-the-job learning, practicing their new skills.

At our first meeting, once the training agreement has been signed, an individual Training Plan is created in conjunction with the trainee, the supervisor and the trainer, so as to maximise the learning process. The Training Plan will document how and when the actual training is to take place.

When setting up each individual Training Plan, the following services have already been provided:

  • Our trainer will supply information for the employer and trainee, including contact points for Australian Apprenticeship Centres, Training Services (DET), Wageline, and Learning Support.

  • Prime Learning will provide a Trainee Kit - including the Training Record Book. We will explain the purpose of the Training Record Book, it's use and the importance of maintaining accurate records.

  • Our trainer will explain the Training Plan and establish a timetable for the delivery of competencies.

  • We will draw up an individual Training Plan, including proposed dates for progress visits. Informal progress visits are scheduled once every three months, at this time the trainee, the employer and the trainer will review how everything is going and make any adjustments if necessary.

 

When Does the Training Start?

  • The training sessions start as soon as the probationary period has been completed.

  • Training visits are scheduled as required.  A typical training cycle involves our trainer visiting your workplace once every month, spending between 1 and 2 hours with the trainee.  If you have priorities for training or areas of concern, you can speak with the trainer and these can addressed during the training sessions.

  • We are very flexible, just let us know when you are very busy and we can reschedule training to meet your needs.

  • The best place to develop new skills is in the workplace, together we will help the trainee gain skills which will make them a very productive, effective worker for your organisation.

 

What are the Costs of Training and How does Government Funding Help?

Traineeships are for entry-level workers and for existing workers where there is an identified skills gap.

Over the last few years there have been several significant changes to the traineeship guidelines, so our best advice to you, is to check the latest guidelines with your Australian Apprenticeship Centre.  

 It is important to remember that there are two different government departments who are helping to make this traineeship work for you. 

  • The Federal Government - responsible for providing incentive $'s to employers. ( Delivered through the AAC network. )

  • The State Government - providing funding to the Training Organisation for Trainees who meet the User Choice Criteria.

Federal and State Funding

The Australian Government supports Australian Apprentices and Trainees and their employers with a system of financial incentives to encourage employers to offer employment related training opportunities that will encourage people, especially young people, to acquire and expand their working skills moving them towards worthwhile careers.

The Australian Government recognises that trainees are one of Australia's most valuable resources, and a number of incentives and allowances are available to eligible employers from the Queensland Government and Commonwealth Government to help meet the costs of employing a trainee.

User Choice

The User Choice initiative is designed particuarly to support employers who provide ongoing employment opportunities for Australian School-based and entry-level trainees through a traineeship or apprenticeship contract. Each state has a separate User Choice arrangement.

The Queensland User Choice program enables apprentices, trainees and their employers to select a preferred Registered Training Organisation (RTO) from a list of Pre-qualified Suppliers for the delivery of accredited training to meet their specific needs. Prime Learning is a pre-qualified RTO.

The full cost of the course is shared between the government and the employer. The User Choice price represents the level of public funding the government contributes towards the total cost of training for apprentices and trainees.

Other contributions by industry, employers, apprentices and trainees may be required.

From 1st July 2010, funding is determined by the individual eligibility of each trainee.

Prime Learning can provide user choice funded training for eligible trainees in the following courses – the funding arrangements are outlined below.

The QLD Government will NO LONGER fund the full price of the qualification for all students The funding available for each course is displayed on QTIS – against the qualification.

  • Full Price is only applicable to school-based trainees (SATs), and priority population groups.

    • Priority population groups are those declared on the national Apprenticeship/Traineeship Contract.

      • Such as individuals of Aboriginal or Torres Strait Islander origin.
      • Individuals from a non-English speaking background.
      • Individuals with a disability, impairment, or long-term condition.
  • Queensland Government Contribution is applicable to all other students.

An example – if you have a trainee who is school based – there is no cost for the training.

If you have a trainee, who is full-time and does not fit into the priority population group – DET will pay 50% of the full training cost, and the other 50% must be paid by the employer.

Fee for service Traineeships

Not all courses are funded by User Choice. If the course is NOT funded under User Choice you will need to purchase the training from the Training Provider, this is usually offset by the incentives paid to the employer from the Federal Government. Additional Funding Sources may apply.

* All incentive payments are only a guide of the typical incentive due, you must check with your Australian Apprenticeship Centre to confirm if the employer and the potential trainee meet the eligibility guidelines to be eligible for traineeship incentives.

Prime Learning are always happy to deliver training on a Fee for Service arrangement for any of the qualifications listed above.

 

Is Funding Always Available?

Prime Learning always endeavours to advise employers and trainees of the sources of funding available to them, yet it should be noted that not all trainees will have their training costs funded directly by the Government. There are occasionally circumstances where a trainee may be eligible to enter into a training contract, but they are not eligible for funding. In this instance, the employer would need to make a commitment to fund the training.

Once the training plan has been processed, an invoice will be sent to the employer for the first payment which is a non-refundable deposit of $1500. This invoice is payable 90 days from the training contract commencement date. An order for the balance of fees will be attached to the invoice.

On completion or at the 12 month anniversary of the training contract, whichever comes first, the outstanding order will be converted to an invoice and sent to the employer for payment.

Claiming Training Incentives

At 90 days, the employer may be able to claim incentives for the traineeship from the Australian Apprenticeship Centre (AAC), and then again on completion of the training contract. (Note: All incentives need to be confirmed with the AAC).

What is Prime Learning's Refund Policy?

Of course, at Prime Learning, refunds are available where fees have been paid in advance.   

User Choice Funded Traineeship: Pre-paid tuition fees for traineeship qualifications funded by the User Choice incentive, will receive a refund on any uncompleted units. This refund payment is automatically generated on cancellation. Note: Prime Learning only receives payment from User Choice funding on completion of a unit.

Fee for Service Traineeship: If a trainee withdraws from their traineeship before completion, payment is NOT required for the entire course. Payment for the non-refundable deposit of $1500 is still required, plus any additional expenses that may have been incurred by Prime Learning.

Questions to Ask Before Selecting Any Traineeship for your Trainee?

Identify the following:

  • Is the course funded under User Choice?
  • Is there a criteria for that User Choice Funding?
  • Does the Training Provider you have selected have a contract with User choice and the budget to deliver the training?
  • Does the Training Provider offer Fee for Services Arrangements?
  • How much is the Fee for Service?
  • When does the invoice get paid?

So, Where to Now?

To enter into a traineeship, there must be a willing employer and employee, who are both committed to abiding by the rules and regulations of traineeships.

  • A trainee in Queensland must be employed either full-time or part-time for at least 15 hours per week.  
  • Adequate time must be set aside during normal work hours for the trainee to complete their theory studies.
  • A trainer from Prime Learning will come into the workplace on a regular basis to work with the trainee, or if in a regional or remote area, we will set up distance meetings.
